That’s natural. They are just “playing” around. I’m not sure how to stop it but I would just leave them to “play”.

The main question is whether this upsets your elder dog. If it doesn’t, then leave them alone. If it does, increasing the younger dog’s exercise can burn off some of his excess energy and make him more mellow in the home.
I have an elder dog and another a few years younger and she drives him friggin’ nuts. She doesn’t bite him or try to play with him, but she flirts like a hussy. While he’s trying to sleep. “Oooo, look at my bootie!” He tells her off with a rumble, and she ignores it. So I’ve taught her “leave him alone” as a command. I’ll tell her once, then put her in another room if she tries it again. Since she would prefer to be in the same room with him, adoring him from afar than having him completely out of her sight, this is an effective training set up. She’s also old enough to have some self control which may be difficult for your younger dog.
I really do think the increased exercise is the better solution for your dog.

Some dogs have some issue having another pet dog in the house so its dominant instinct may have caused him to act this way. This behavior can be easily corrected by giving it some basic training so it would learn obedience and what to do when it is commanded to stop. personally training your dog will also let it know the house rules and that it must never be disobeyed including biting other pets. I recommend that you watch my dog training video http://www.youtube.com/watch?v=nIY88BQIZ3s that will help you know that basic training tips and techniques that you can give your dog. have fun with the training!
