my friend’s dog has teary watery eyes(both eyes)?

It’s probably allergies. When we went to my vet for my dogs they suggested giving them benedryl once a day. It also helped when they had itchy feet and licked a lot. They were labs, so obviously bigger dogs but maybe the Pom could take half a pill.

Tell your friend to ask about anything he can give his dog to help subside the allergies.
